2. Review and Approve Job Descriptions

Superintendent Van Zant pointed out that all five Information Services Coordinator positions are funded by ERate and that the district could lose $1.4 million if the positions are not filled. 

Mrs. Kerekes reiterated her point from the June 19 board meeting that the intent of the policy was for the job descriptions of any open positions to come to the Board for review before being posted or filled.  Following discussion, Mrs. Kerekes stated that she was okay with the Information Services Coordinator job description but felt the other three positions (Assistant Superintendent for Support Services, Director of Maintenance, and Coordinator of Planning and Intergovernmental Relations) should require a Master's Degree to be consistent with others. 

Mrs. Bullock was concerned about putting two new employees into the Support Services Division and the conflict of interest that would exist with Gavin Rollins if he wins his bid for a seat on the Board of County Commission. 

Mrs. McKinnon and Ms. Graham both felt the job descriptions were fine and that the Board should move forward with both the job descriptions and the personnel recommendations. 

Mrs. Studdard said her greatest concern was for the school district and that as a Board Member and a citizen she had the right to express her concerns about the personnel recommendations.  Her concern was that the school district will suffer by placing people into positions who have no background.  Superintendent Van Zant responded that all the candidates are highly qualified and that he was very comfortable with his recommendations.

Superintendent and staff maintain that policy was not violated and that job descriptions for the 2014-2015 school year were brought to the Board in February prior to allocations and personnel recommendations. 

After the motion and second, but prior to the vote, Mrs. Kerekes amended the motion and moved to approve the Information Services Coordinator job descriptions as is, but to add Master's Degree as a required qualification of the three Support Services positions.  The motion failed for lack of a second.

There was further discussion with Mrs. Bullock stating that she was disappointed in the changes but because contracts had been offered she felt the Board should go ahead and approve the nominations.  Mrs. Studdard felt the nominations were made in violation of the Board's policy.  The original motion was repeated and the vote was taken.

4. Comments

Minutes: Superintendent Van Zant stated that the Board Attorney has an ethical obligation to let the Superintendent know when the district's interests and Board's interests are not in line, and that he must advocate for all five Board Members not just three.

Minutes: Mrs. McKinnon brought up the recent public records request made by Joe Riley that revealed impropriety and the apparent collusion on the part of the School Board Attorney to disseminate certain information only to certain Board Members.  She confronted Mr. Bickner with the allegations and also the appearance of Sunshine Law violations involving Mrs. Studdard, Mrs. Kerekes, and Mrs. Bullock.  Mrs. McKinnon made a public records request for all of the emails that were given to Mr. Riley.
